Hanlon, a native of Boston, Massachusetts, attended the prestigious [[Wikipedia:Boston Latin School|Boston Latin School]]. Upon graduation, he began working in the Boston offices of [[Wikipedia:Stone & Webster|Stone & Webster]], the corporate owner of the Pensacola Electric Company in [[1907]]. Later that year he was transferred to Dallas Street Railways, Stone & Webster's subsidiary in Dallas, Texas, where he worked for ten months before being transferred again to Pensacola. Hanlon rose up the ranks, working as motorman, conductor, inspector, and track foreman before being promoted to superintendent in [[1909]], and general manager in November [[1913]]. He served in that capacity until [[1919]], when he was promoted to manager of Stone & Webster's Tampa Electric Company.
