Pensacola City Manager
The Pensacola City Manager is the administrative head of the City of Pensacola. The position is appointed by the Pensacola City Council and holds the office "at the will of the council."
The City Manager is responsible for "the proper administration of all affairs of the city." Other duties include:
to act as chief conservator of peace within the city; to supervise the administration of the affairs of the city; to see that the ordinances of the city and laws of the state are enforced; to make recommendations to the council concerning the affairs of the city as may seem desirable; to keep the council advised of the financial conditions and future needs of the city; to prepare and submit to the council the annual budget estimate; to prepare and submit to the council such reports as may be required by that body; and to perform such other duties as may be prescribed by this Charter or required of him by ordinances or resolution of the council.
The current City Manager is Tim Kinsella, who has served since September 2024. Kinsella enlisted in the U.S. Navy in 1989 and served on submarines for several years before being accepted to the U.S. Naval Academy. He graduated in 1996 with a Bachelor of Science in Political Science. He later earned a Master of Science in Global Leadership from the University of San Diego in 2003. A skilled aviator, Kinsella’s final assignment was as commanding officer of Naval Air Station Pensacola. He led the installation through the challenges of a terrorist attack, Hurricane Sally and the global pandemic. Under his leadership, NAS Pensacola was also awarded the Navy’s Installation Excellence Award as the top large installation across the entire service. Following his retirement from the Navy, Kinsella spent two years as the Executive Director of the Aylstock, Witkin, Kreis & Overholtz Center for Leadership at the University of West Florida’s College of Business.
