The $35 million project was conceived in [[1995]] by the [[Aragon Group]], made up of developers [[Jim Reeves]], [[Robert Boothe]], [[Bob Montgomery]] and Reeves' daughter [[Michelle MacNeil]], whose firm [[Architectural Affairs]] designed most of the houses. Their plan for the 20-acre site, previously occupied by the [[Aragon Court]] housing project, was selected by the [[Community Redevelopment Agency]] in June [[1998]] over two competing proposals.<ref name="lags">"Aragon work lags behind demand."
