Outzen grew up in Greenville, Miss. - a place, he once wrote [2], known for two things: "cotton and its daily newspaper." The young Outzen would later draw inspiration from Hodding Carter, II - the editor and publisher of Greenville's "Delta Democratic Times." Outzen graduated from the University of Missisippi in 1979 with a B.B.A.[citation needed] and moved to the Pensacola area in 1981.[3] He was elected to Seat C of the Gulf Breeze City Council in 1992 and served until 2006.[3]

In 1999 Outzen founded a weekly tabloid, the Independent, which merged with Joe Scarborough's competing paper, the Florida Sun, in 2001. The name of the paper changed briefly to the Independent Florida Sun before settling on its current name.

He is married to the former Cathy Collins and has three daughters.

Outzen has served on various community boards including Junior Achievement, American Heart Association, Pensacola Sports Association, Fiesta of Five Flags and Pensacola Historical Society.[3]
